Canadian Prisoner Transfers
- A Guide for Canadians Imprisoned Abroad. This is a basic guide prepared for the Government of Canada for Canadians incarcerated abroad;
- International Transfer of Offenders Act. This is the main Canadian statute which Canada has governing prisoner transfers;
- Minister of Safety and Emergency Preparedness v Lebon (II). Canadian Federal Court of Appeals decision finding an abuse of discretion in denying a prisoner transfer from the United States;
- Lemon v Minister of Safety and Emergency Preparedness, An earlier decision in the same chain of litigation invalidating the Minister's decision to deny a transfer;
- Lau v Minister of Safety and Emergency Preparedness. A case distinguishing Lebon with an Australian transfer involving a less qualified applicant.
Interpol/Red Notices

- Fairtrials.org: Interpol Campaign. This UK based civil rights group has been working harder than any organization on earth to effect reform of the Interpol Red Notice process;
- Interpol Red Notices and the Rights of the Refugee. An interesting Huffington Post article on the tension between Red Notices and the Rights of Refugees. According to International Law, a legitimate refugee should not be denied refugee status because their former country has filed a criminal charge. The asylum country (the receiving country) should carefully scrutinize the charge to make sure it is not politically motivated. Unfortunately, in reality this rarely happens;
- Semmelman & Munson, Interpol Red Notices and Diffusions: Powerful — And Dangerous — Tools of Global Law Enforcement, "The Champion," May, 2014. A nice overview of the Interpol Red Notice procedures for both listing and challenging Red Notices;
- CNN, Are Some Countries Abusing Red Notices?. This 2011 article is very well done and explains many of the abuses of Red Notices by various countries. Since this time, Interpol and the CCF have implemented some reforms to try and stop but they have not completely fixed the problem.
